An Assesment of Service Delivery System of Goverment Agencies Dealing with Vulnerable And Disadvantaged Groups In Perak

Social equality and equal opportunity for all has emerged as the key component of social sustainability for majority developed countries. Realization on the important of social equality and equal opportunity for all, especially to the disabled, vulnerable and disadvantages groups, the implementation of government delivery services to these groups has become one of the main indicators to measure the effectiveness and efficiency of services delivered and offered by the government. Although in most developing countries, improving the quality of government delivery system is quite a challenge, awareness towards social rights of these less fortunate groups need to be promoted as policy and decision makers started to struggle with developers and operators in ensuring the vulnerable and disadvantaged group received maximum quality of life. Therefore, this research is to analyze the service delivery of a Welfare Department (Jabatan Kebajikan) dealing with vulnerable group as part of achieving social sustainability through good governance. Thus, this research will provides a discussion on social responsibility and services rendered to the disabled and vulnerable group by assessing the current service delivery system of Social Welfare Department (Jabatan Kebajikan) in the State of Perak. On-site observatory and questionnaire survey were two main methods in data collection. Hence, this research in the same time will identify relationship between service delivery system performed by government agencies and quality of life in the context of social sustainability. The findings from this research will offer several recommendations in improving the government delivery system in Perak. Thus, it will lead to the establishment of the administrative system that is responsive and dynamic towards the needs of vulnerable and disadvantages group.
